Canonical DefinitionGovernance Compatibility Module (GCM) defines the structural conditions under which
multiple governance systems, governance architectures, governance methodologies,
governance processes, governance controls, governance rules, and governance
participants remain mutually compatible, governable, traceable, reviewable,
interoperable, and operationally valid throughout the governance lifecycle.
GCM governs governance compatibility.
The module establishes the foundational conditions required to determine whether
multiple governance systems can operate together without creating structural
conflicts, governance inconsistencies, operational incompatibilities, or
governance-validity failures.
