Type: Self-Declaration & Validation Framework

Purpose

This framework defines the conditions under which an entity may declare
that its system operates under Cognitive Layer Integrity.

Declaration is valid only if cognition remains controlled, consistent,
and verifiable during operation.

Declaration Statement

An entity may declare:

"This system operates under CLIA® cognitive integrity conditions
and maintains valid cognition during operation."

Mandatory Conditions

All conditions must be satisfied simultaneously and continuously.

1. Information Integrity

• all information used in cognition is validated or verifiable
• contradictory information is detected and resolved or rejected

2. Controlled Decision-Making

• all decisions operate within defined and enforceable boundaries
• no action occurs outside permitted scope

3. Reasoning Consistency

• reasoning remains logically coherent
• contradictions are detected and corrected
• invalid reasoning does not influence outcomes

4. Memory Integrity

• memory remains stable and consistent
• context is preserved across operations
• memory corruption or drift is prevented

5. Identity Continuity

• system behavior remains consistent over time
• internal structure is stable
• identity fragmentation does not occur

Non-Bypassable Requirement

All cognitive conditions are non-bypassable.

No system may operate outside these conditions at any time.

Continuous Compliance Requirement

CLIA® compliance must be maintained:

• during all runtime operations
• across all sessions
• under all execution conditions

If any condition is not satisfied, compliance is immediately invalid.

No Partial Compliance

Partial compliance is not permitted.

All conditions must be satisfied simultaneously
for the system to be considered valid.

Demonstrability Requirement

Compliance must be demonstrable through observable system behavior
during execution.

Declared compliance without verifiable operation is invalid.

Prohibited Declaration

A system must not declare compliance if:

• information is not validated
• decisions are unbounded
• reasoning is inconsistent
• memory is unstable
• identity is fragmented

Responsibility

The declaring entity:

• accepts full responsibility for the accuracy of the declaration
• accepts full responsibility for system behavior and outcomes
• ensures continuous validation of all conditions

Failure Condition

Self-declaration is invalid if:

• any condition is not satisfied
• compliance is assumed without verification
• system behavior cannot be validated during operation

Canonical Closing Statement

Cognitive integrity is not declared by intent.

It is proven by continuous, verifiable operation.
