What This Standard Is

for cognitive validity.

CIS establishes the conditions under which cognition itself remains valid
before higher cognition functions, intelligence capabilities, or decision processes
may be considered governance-valid.


What This Standard Is Not

CIS is not:

  • a model architecture specification
  • a training methodology
  • a benchmark framework
  • a performance measurement system
  • an AI safety toolkit
  • a cognition optimization framework
  • an intelligence enhancement system

CIS does not govern how intelligence is created.

It governs whether cognition remains valid.

Why This Standard Exists
