Capability Evolution Integrity Module (CEIM) defines the structural conditionsunder which cognitive capabilities may expand, improve, specialize, combine, accelerate,
or evolve while remaining traceable, accountable, reality-connected, governable, measurable,
and operationally valid throughout capability evolution processes.
CEIM governs capability evolution.
The module ensures that capability growth remains visible and governable rather than becoming
