Canonical DefinitionEscalation Authority Module (EAM) defines the structural conditions under
which AI behavioral escalation is transferred to the appropriate authority
according to predefined governance roles, delegated responsibilities,
operational hierarchies, authorization rules, and escalation policies
throughout the complete behavioral lifecycle.
EAM governs escalation authority.
The module establishes the foundational conditions required to ensure that
every escalation reaches the correct decision-maker capable of assuming
responsibility and exercising legitimate governance authority.
Escalation without authority creates uncertainty.
Escalation must always reach the appropriate authority.
EAM governs that authority.
Module Function
The module applies wherever systems must preserve:- legitimate escalation authority
- correct authority assignment
- traceable authority transfer
- governance-valid intervention
- accountable escalation
- trustworthy governance execution
Its function is to ensure that escalation is always directed to the person,
role, organization, or AI governance entity with legitimate authority to act.
Minimum Implementation Framework
1. Define Escalation AuthoritiesThe organization must define all authorities authorized to receive AI
behavioral escalations.
This may include:
- human operators
- supervisors
- governance officers
- safety managers
- incident response teams
- executive authorities
- regulatory authorities
- authorized autonomous supervisory systems
2. Define Authority Assignment Rules
The system must define which authority is responsible for each escalation
category.
3. Define Authority Selection Logic
The system must determine the appropriate escalation authority based on
operational context, severity, governance policy, and delegated
responsibilities.
4. Define Governance Response
The organization must define governance actions following successful authority
transfer.
5. Preserve Traceability & Restrict Invalid Conditions
The system must preserve reconstructable traceability of:
- escalation authority assignments
- authority transfer events
- governance reviews
- intervention decisions
- resulting behavioral states
An AI behavioral environment must not remain escalation-valid if materially
significant authority-transfer activities cannot be reconstructed, reviewed,
validated, preserved, or governed.
