Canonical DefinitionBehavioral Interoperability Standard (BIS) defines the structural conditions
under which AI behavior remains compatible, coordinated, predictable,
governance-aligned, and operationally trustworthy while interacting with other
AI systems, humans, organizations, autonomous systems, and complex operational
environments throughout the complete behavioral lifecycle.
BIS governs AI behavioral interoperability.
The standard establishes the governance conditions required to ensure that
behavioral interoperability preserves governance integrity, accountability,
operational consistency, and trustworthy collaboration across heterogeneous
environments.
Systems may interoperate technically.
Behavior must also interoperate responsibly.
BIS governs that behavioral interoperability.

Behavioral Interoperability ensures that cooperation remains governed,
