which AI behavior remains continuously contained within approved governance
boundaries, operational environments, authorized permissions, behavioral
constraints, and predefined containment mechanisms throughout the complete
behavioral lifecycle.

The module establishes the foundational conditions required to ensure that AI
behavior cannot expand, migrate, self-extend, or continue operating outside
authorized governance boundaries without explicit governance approval.
