Canonical DefinitionBehavioral Compatibility Module (BCOM) defines the structural conditions under
which AI behavior remains behaviorally compatible with humans, AI systems,
autonomous systems, organizations, and governed operational environments while
preserving governance integrity, accountability, and predictable interaction.
BCOM governs behavioral compatibility.
The module establishes the governance conditions required to ensure that
independently operating participants can interact without creating behavioral
conflict, governance inconsistency, or operational incompatibility.
Systems may communicate successfully.
Their behavior must also remain compatible.

The system must define governance conditions including:
