Canonical DefinitionBehavioral Integrity Standard (BIS) defines the structural conditions under
which AI behavior remains legitimate, consistent, predictable, explainable,
governable, observable, traceable, and operationally trustworthy throughout
the complete behavioral lifecycle.
What Is Behavioral Integrity?
Behavioral Integrity is the foundational governance condition that ensures AIsystems consistently behave according to approved objectives, governance
policies, operational constraints, and legitimate behavioral expectations.
Behavior represents the observable expression of AI.
Regardless of how advanced an AI system becomes, its operational trust depends
on whether its behavior remains consistent, predictable, and governable.
Behavioral Integrity Standard (BIS) exists to govern AI behavior itself.
Why BIS Exists
AI systems continuously interact with people, organizations, autonomoussystems, and other AI agents.
During execution AI behavior may:
- become inconsistent,
- drift from intended objectives,
- violate operational policies,
- produce contradictory actions,
- adapt unexpectedly,

- become increasingly difficult to govern.
