Canonical Definition
Operational Trust Evaluation Module (OTEM) defines the structuralconditions under which operational trust is evaluated, measured,
justified, and continuously reassessed throughout autonomous
operation.
OTEM governs operational trust evaluation.
The module establishes the governance conditions required to ensure
that confidence in autonomous operational actors remains
evidence-based, measurable, justified, and governance-valid.
