Canonical Definition
Operational Risk Escalation Module (OREM) defines the structuralconditions under which increasing operational risk triggers governed
escalation to preserve operational safety, governance integrity, and
justified operational trust.
OREM governs operational risk escalation.
The module establishes the governance conditions required to ensure
that unacceptable operational risk automatically initiates
appropriate governance responses before autonomous operation becomes
unsafe or no longer justifiable.
