Canonical Definition
Escalation Continuity Module (ECM) defines the structural conditionsunder which autonomous operational escalation remains continuous,
traceable, and governable until an authorized governance authority
resolves the escalated situation.
ECM governs escalation continuity.
The module establishes the governance conditions required to ensure
that escalation is never interrupted, abandoned, or lost before
appropriate governance action has been completed.
Escalation does not end when it begins.
Escalation ends when governance resolves it.
