Escalation Authority Module (EAM) defines the structural conditionsunder which escalation authority is assigned, recognized,
transferred, and governed when autonomous operation requires
higher-level operational control.
EAM governs escalation authority.

that every escalation is directed to the appropriate governance
authority capable of making legitimate operational decisions.
