organization.
OOF® does not exercise public power.
OOF® does not enforce law.
OOF® does not issue binding regulatory decisions.
OOF® does not replace governments, regulators, standards bodies,
courts, certification organizations, or public institutions.
OOF® defines structure, meaning, methodologies, governance
architectures, standards, modules, compatibility conditions, and
methodological reference frameworks.
Public institutions retain full sovereignty, jurisdiction, and
decision-making authority.
Nature of the Authority
Within OOF®, authority is methodological, semantic, architectural,and structural.
It does not imply:
- sovereign status
- regulatory mandate
- certification under public law
- enforcement jurisdiction
- governmental authority
- legal supremacy
OOF® governs meaning, not institutions.

OOF® operates as a methodology infrastructure organization.Its purpose is to develop and maintain the infrastructure required
to create, govern, validate, document, improve, protect, assess,
modernize, and scale methodologies across governance, technological,
operational, organizational, and AI environments.
This infrastructure includes:

Infrastructure provides the foundation upon which methodologies,
governance systems, and future operational environments can be
built.
Meta-Layer Position
OOF® operates as a meta-layer framework. A meta-layer:- does not replace systems
- does not compete with systems
- does not execute system functions
Instead, it defines the conditions under which systems remain
interoperable, consistent, governable, compatible, and structurally
valid.
Authority at this level is structural rather than operational.
Compatibility within OOF® is not an approval process.
Compatibility represents a state of structural alignment with
defined methodological conditions.

Translations do not redefine meaning.
