A. Framework Purpose
This framework defines a native implementation model of VTTS™ for:- AI-driven economic systems
- blockchain-based infrastructures
- autonomous agent economies
- real-time programmable financial systems
to embed taxation directly into value transfer execution
B. Core Principle
Taxation is executed as part of the transaction — not after itTax becomes:
- atomic
- automatic
- inseparable from value transfer
C. System Architecture Overview
A compliant system consists of:1. Value Layer
defines value units (token, currency, asset)
2. Transfer Layer
executes value movement
3. Tax Layer (Embedded)
calculates and applies taxation
4. Audit Layer (ART™)
records and verifies events
5. Identity Layer
links value to entities (human / AI / organization)
D. Atomic Tax Execution Model
Each value transfer must follow:TRANSFER = VALUE MOVE + TAX EXECUTION
Tax cannot be:
- delayed
- separated
- bypassed

For blockchain systems:taxation logic is embedded in smart contracts
Each transaction must:
- calculate tax
- split value
- execute transfer

AI agents must:- operate under VTTS-compliant execution
- trigger taxation automatically when transferring value
AI systems must:

- split transactions artificially
- delay value capture

A Value Capture Engine must:- detect transfer instantly
- trigger tax calculation
- execute tax before final settlement
H. Multi-Jurisdiction Routing Layer
Optional but recommended:dynamic routing of tax based on jurisdiction rules
System may:
- split tax across jurisdictions
- allocate based on value origin/destination
I. On-Chain / Off-Chain Hybrid Model
For hybrid systems:value transfer may occur off-chain
