ADM governs governance authority delegation.
The module establishes the foundational conditions required to determine how governance authority is delegated,
who received delegated authority, whether delegated authority remains legitimate, and whether
authority-delegation relationships remain reconstructable throughout operational reality.
Governance authority may originate from one governance actor.
Governance authority may be exercised by another.
ADM governs that delegation.
