the structural conditions under which
governance-accountability relationships remain preservable,
attributable, traceable, reviewable, governable,
enforceable, auditable, and operationally valid
throughout the governance lifecycle.
ACM governs accountability continuity.
The module establishes the foundational conditions
required to determine whether accountability remains
preserved across governance transitions, authority transfers,
organizational changes, operational events, AI systems,
autonomous agents, and Human-AI governance environments.
Accountability may be assigned.
Accountability must also remain continuous.
