Software Creation Standard
(SCS)
Category: Governance & EnforcementSubcategory: Software Lifecycle Governance
The Software Creation Standard (SCS) governs how software is
designed, generated, implemented, assembled, and transformed
through identifiable, authorized, and evidence-supported
creation processes. It establishes the conditions under which
software creation activities and resulting artifacts remain
aligned with governed requirements, legitimate authority,
defined execution boundaries, and reconstructable creation
evidence, regardless of whether creation is performed by
humans, organizations, AI agents, or autonomous systems.
SCS governs Software Creation Governance.
Software Creation Capability ≠ Software Creation Authority.
The ability to generate functional software does not establish
the authority to create it. Software creation must remain
connected to governed requirements, legitimate execution
boundaries, identifiable artifacts, and reconstructable
evidence before it can be recognized as a governed lifecycle
activity.
